Minutes of the Board of Directors Meeting

February 16, 2010

CALL TO ORDER
The meeting was called to order at 6:30 p.m. by Sharon Drobka, President.

The homeowners in attendance were given the opportunity to address the Board.

MINUTES
MOTION (ML,PR)
to approve the minutes of the January 19, 2010 board meeting, as submitted. The motion carried.

FINANCIAL REPORT
As of January 31, 2010, there was $273,724 in operating cash and $1,491,681 in reserve funds.

Reserve Investments, MOTION (ML,PR) to invest $270,000 from the money market account in three $90,000 Certificates of Deposit; one for 9 months, one for 12 months and one for 24 months. The motion carried.

Repayment to Reserves for Insurance Premiums. It was noted that Operating is repaying Reserves $22,227 per month for prepaid insurance premiums. MOTION (DVE,PR) to escalate the repayment schedule to $44,454 per month. The motion carried.

MOTION (DVE,PR) to accept the January financial report. The motion carried.

MAINTENANCE REPORT
Jack Davidson provided the Board with a status report on various maintenance projects.
  • The fire extinguishers have been recharged.
  • The tree removals approved at last month's meeting have been completed.
  • Pricing for replacement of the patio wall light fixture covers is being obtained.
  • A supervisor from Consolidated Disposal Service has been meeting with Jack weekly.
  • The recent rains resulted in three roof leaks; 1 due to a bad chimney cap and 2 from transitions. Bids for replacing the chimney caps will be presented at the March meeting.
  • The recent rains flooded the entire Pool C deck. A blockage has been found in one of the deck drains. MOTION (ML,DVE) to authorize up to $5,000 to located, excavate and replace the bad section of deck drain. The motion carried.

Landscaping Proposals. MOTION (AO,ML) to approve TruGreen's proposals for planting 25 new 15-gallon Arbutus Marina Strawberry trees in the courtyards between units 195 to 247 for a total cost of $2,250. The motion carried. MOTION (ML,DVE) to approve TruGreen's proposal for planting three new 24" box Bradford Pears at units 61-63 for the cost of $1,100. The motion carried.

MANAGEMENT REPORT
Annual Meeting. If quorum is not achieved for the annual meeting on March 16, 2010, the meeting will be reconvened to Tuesday, April 6, 2010.

American Guard Service. The Board reviewed a proposal from American Guard Service for various levels of service to monitor the guest parking areas and enforce the parking permit policy, with costs ranging from $1,248 per month for one patrol per night to $2,580 per month for 40 hours a week. The Board declined to accept the proposal for budgetary reasons.

Parking Hearing #1: The owner was invited to a hearing but did not attend. MOTION (ML,PR) to impose $200 in fines, $25 for each of the 8 citations issued, and to advise the owner that further use of guest parking without a permit will result in automatic fines of $25 per citation. The motion carried.

Parking Hearing #2: The owner attended the meeting to appeal to the Board. MOTION (PR,DVE) to waive the imposition of a fine based on the homeowner's appeal, but to advise him that automatic fines of $25 per citation will be imposed if there are further violations. The motion carried, with AO abstaining.

Parking Hearing #3: The owner was invited to a hearing but did not attend. MOTION (AO,ML) to impose $50 in fines, $25 for each of the two citations issued, and to advise the owner that further use of guest parking without a permit will result in automatic fines of $25 per citation. The motion carried.

Correspondence. The Board reviewed several items of homeowner correspondence and instructed Horizon Management as to how to respond to each.

One owner had written to ask when the holiday lights around the SummerWind signs would be removed. There was discussion as to whether the white lights around the SummerWind signs were considered to be holiday lights. MOTION (PR,DVE) to keep the white lights up throughout the year and to change them to green and red lights for the holidays. The motion carried, with ML opposed.

ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 8:05 p.m. The next meeting is scheduled for March, 16, 2010 at 6:30 p.m. in the Clubhouse.
